Once again, this should be discussed with the mother-to-be.
If you're planning a surprise party then you should consult with a close family member, her Mum or a sister or a very close personal friend, for who they think the mother-to-be would like to have as a guest.
Those who should be on the invitation list are obviously the grandmother-to-be, close family members such as sisters, extended family members such as aunts, close friends, work colleagues, and anyone else the mother-to-be would like invited.
As a courtesy you might like to send invitations to relatives and friends living distant as, though they may be unable to attend, they would almost certainly appreciate the invitation.
Whilst there is no 'golden rule' about the number of guests to invite, between 5 and 25 is generally a good guide.
Sensitive issues.
In rare instances someone on you guest list may have suffered a miscarriage, lost a child, or has experienced problems in conceiving. Being present at a baby shower party will be a very sensitive issue for her.
Should she be invited?
The best policy is to invite her and leave the sensitive decision to her. It is understandable if she doesn't attend the party.
Hint.
Keep a list of all the invited guests who attend the party and their addresses to pass on to the mother-to-be for her to send out Thank You messages.
